Attic insulation in 2026: cost to reach the recommended R-value, and the payback by climate zone
Topping up 1,500 sq ft of attic from R-19 to R-49 costs about $1,310 in DIY materials and saves $80 to $125 a year on conduction, a 10 to 16 year payback; going on to R-60 adds about $600 for $8 to $13 a year.
For a 1,500 sq ft attic that already has R-19, reaching R-49 costs about $1,290 to $1,310 in materials if you blow it yourself, about $2,370 as the floor of a professional job at the national insulation-worker wage before the contractor's overhead and profit, and $2,066 if you lay batts. At 2025 energy prices the top-up cuts conducted heat through the ceiling by 64% and saves $80 a year in Houston, $99 in Atlanta, $110 in Chicago and $125 in Minneapolis.

What R-value the attic should have
ENERGY STAR's attic table, which it says is based on the 2021 International Energy Conservation Code, sets the target by climate zone. For an uninsulated attic it calls for R-30 in zone 1, R-49 in zones 2 and 3, and R-60 in zones 4 through 8. If you already have 3 to 4 inches, the table's "add insulation" column drops to R-25 in zone 1, R-38 in zones 2 and 3, and R-49 in zones 4 through 8.
Zones follow county lines in the code. Table R301.1 of the 2021 IECC puts Harris County (Houston) in 2A, Fulton County (Atlanta) in 3A, Cook County (Chicago) in 5A and Hennepin County (Minneapolis) in 6A. Those four are the cities used in every calculation below, because together they run from a cooling-dominated climate to a heating-dominated one.
A code number is a floor for new houses. It is not a promise that the last few inches will pay for themselves in an existing one, and the rest of this guide is about exactly that gap.
The worked case: bags for 1,500 sq ft
The house: a 50 by 30 ft attic floor, trusses at 24 inches on center, and R-19 of old loose fill level with the top of 2x6 ceiling joists. Two targets. R-49 means adding R-30 on top. R-60 means adding about R-41, and since coverage charts are printed at fixed rows, you buy to the next row up.
Every bag of loose fill carries a chart with two minimums: bags per 1,000 sq ft and installed thickness. The manufacturers say both have to be met, and the bag count is the one a homeowner can audit afterward, so estimate from it.

The fiberglass count passes the chart's second check too: at R-30 one bag should cover no more than 65.5 sq ft, and 1,500 divided by 65.5 is 22.9, still 23 bags. The Knauf chart asks for at least 10 3/8 inches of new material at R-30 and 14 7/8 inches at R-44.
Cellulose and fiberglass land within $23 of each other. The real difference is mass and settling. The Greenfiber cellulose chart lists 0.878 lb per sq ft at R-30, which is 1,317 lb spread over this ceiling, against 0.437 lb per sq ft and 656 lb for the Knauf fiberglass. Greenfiber also prints two thicknesses for R-30, 9.57 inches as installed and 8.62 settled, so cellulose has to go in at the higher number. Knauf's card cites a third-party study predicting 1% settling or less over 20 years.
Batts cost 67% more than the blown fiberglass here ($1,872.00 against $1,118.72). They make sense for a small attic where renting a machine is not worth the trip. Lay them unfaced and across the joists. ENERGY STAR says fiberglass laid over loose fill must have no paper or foil backing.
The machine is a line you have to price yourself. Menards lists a Krendl blower on a 4-hour base rental with no price online, so call the store. Read the fine print on the chart as well: Knauf measured its coverage with a truck-style machine and 150 ft of 3 inch hose, and the Menards listing says to use at least 100 ft of hose. A small rental blower with a short hose can fluff the material less, which shows up as the right depth with fewer bags and less R than the label promises.
Air sealing comes first, and it has its own budget
ENERGY STAR's attic instructions say to finish the attic sealing project before the insulation project. The reason is mechanical. Loose fill and batts slow conducted heat but let air through, and warm air rises out of the house through gaps around wiring, plumbing chases, top plates, the hatch and light fixtures. Bury those gaps under 10 inches of insulation and nobody is going to dig them out later.
The materials are cheap. Eight 12 oz cans of Great Stuff Gaps & Cracks at $4.48 and two 20 oz cans of Big Gap Filler at $8.98 come to $53.80. Vent chutes keep the new insulation from blocking the soffit vents; with trusses at 24 inches along two 50 ft eaves that is 25 bays a side plus a spare, or 52 chutes at $2.69, which is $139.88.
The labor is the expensive part, and it is the one number here that is not from a published source. I assume two people for one 8-hour day to seal the top plates, penetrations and hatch of a 1,500 sq ft attic, 16 labor-hours in all. Change it if your attic is tight or full of old ductwork. ENERGY STAR's modeling of a typical 1970 to 1989 house puts sealing plus insulating at an average saving of 15% of heating and cooling costs. The conduction math later in this guide leaves the air-sealing part out entirely, so the paybacks shown are on the conservative side.
Line-by-line cost of a professional job
Labor starts from the Bureau of Labor Statistics. Insulation workers for floors, ceilings and walls (SOC 47-2131) earned a mean of $26.32 an hour in May 2025. Wages are not the whole cost of an employee: in the BLS compensation survey for June 2026, private construction paid $51.96 an hour in total compensation against $36.13 in wages, a ratio of 1.438. Applied to the insulation wage, a loaded hour costs $37.85.
Crew time comes from Knauf, which advertises 1,000 sq ft of R-30 in less than 4 hours. At that rate 1,500 sq ft takes 6 hours, and with one person feeding the machine and one in the attic that is 12 labor-hours.

Read the subtotal as a floor. It has no truck, no fuel, no insurance, no office and no profit, and a contractor who quotes exactly this is losing money. On the other side, a contractor pays less than retail for material. For a rough outside check, HomeAdvisor's page updated June 17, 2026 gives a national average of $1,660 for blown-in insulation, with a typical range of $987 to $2,334. That covers attics of every size and usually no air sealing, so use it only as a sanity check.

Wages move the pro floor by a few hundred dollars. With the same 28 labor-hours and the same 1.438 load, labor comes to $965.22 at the Texas mean of $23.97, $1,075.96 in Georgia at $26.72, $1,165.35 in Illinois at $28.94, $1,191.53 in Minnesota at $29.59 and $1,284.55 in New York at $31.90.
How much heat the ceiling loses, city by city
Conducted heat through a ceiling follows Q = A x ΔT / R, per hour. Over a season, the temperature difference summed day by day is the degree-day count, so the yearly heat in Btu is area x degree-days x 24 / R. NOAA's 1991-2020 normals give 7,399 heating degree days for the Minneapolis-St. Paul airport. For the R-19 ceiling that works out to 1,500 x 7,399 x 24 / 17.75 = 15.0 million Btu, or 150.1 therms of heat leaving through the ceiling each winter.
Why 17.75 and not 19? The ceiling was run through the math module behind the insulation R-value calculator: drywall, the inside air film and the vented attic space add R-1.56, but the joists occupy about 11% of the area at R-1.25 per inch, and heat takes that shortcut. The existing ceiling performs at R-17.75. Blowing R-30 over the top buries the joists, so the new ceiling performs at R-48.86, and the framing penalty drops from 13.7% to 3.4%. After the top-up the same winter sends 5.45 million Btu, or 54.5 therms, through the ceiling.
Check the layer you are buying: material and thickness give R, RSI and the U-factor used in the heat-loss formula above. The full calculator adds the rest of the ceiling and the joists that take part of it back.
Money comes from the furnace and the gas bill. At an assumed 90% AFUE (the ENERGY STAR level for southern states), Minneapolis burns 166.7 therms a year to replace the ceiling loss at R-19 and 60.6 at R-49. The EIA's 2025 average Minnesota residential gas price was $10.98 per Mcf, or $1.060 per therm at 1,036 Btu per cubic foot, so the heating saving is 106.1 therms and $112.50. Cooling uses the same formula with cooling degree days, an air conditioner at the DOE regional minimum, and the state electricity price.

The gas column is why Houston and Minneapolis end up closer than their winters suggest. Texas and Georgia paid $19.42 and $20.42 per Mcf in 2025, close to double Illinois at $11.25 and Minnesota at $10.98, so a Houston therm saved is worth 77% more than a Minneapolis one.
Two limits. First, these are conduction-only numbers with no air sealing. Second, the cooling figures are low for the South: the formula compares indoor air with outdoor air, while the air sitting on a summer ceiling is attic air, which is hotter than outdoors when the sun is on the roof. Houston's real cooling saving is higher than $45.92, and I have not found a public source to put a number on it.
Why R-49 to R-60 barely moves the bill
Heat flow is proportional to U, which is 1 / R. Each added inch removes a share of what is left, so the dollars shrink even when the inches do not. Chicago shows it cleanly with the same model:

Going from R-30 to R-60 adds more insulation than going from R-11 to R-30 and saves less than a third as much. The last 11 points, R-49 to R-60, cost 33 more bags of cellulose ($593.01) or 13 more bags of fiberglass ($632.32) and save $8.43 a year in Houston, $10.42 in Atlanta, $11.62 in Chicago and $13.20 in Minneapolis. That is a 45 to 75 year payback on material alone. In an attic that already has R-49, stop.
Payback, NPV and the cost of borrowing
Simple payback on the $1,312.40 DIY fiberglass job is cost divided by yearly saving: 16.4 years in Houston, 13.3 in Atlanta, 11.9 in Chicago and 10.5 in Minneapolis. Payback ignores the time value of money, so here is net present value too, at a 5% discount rate (the 10-year Treasury yield was 4.94% on September 17, 2026) and flat energy prices. The present value of $1 a year is 12.462 over 20 years and 15.373 over 30.

On conduction alone this is a long-horizon investment everywhere, and in Houston it does not clear 5% even over 30 years. Air-sealing savings and the hot-attic effect both push the real answer up, and the South gains the most from the second one. Whether it is worth doing in Houston comes down to how leaky the ceiling is, and only a blower door test measures that.
Financing changes the math quickly. The 30-year mortgage average was 6.95% on September 17, 2026, and one year of interest at that rate on $1,312.40 is $91.21, more than the Houston saving. Pay cash if you can, or compare the rate on a HELOC against the saving before you borrow for it.
Tax credits and rebates in 2026
The federal Energy Efficient Home Improvement Credit under section 25C is gone for this work. Public Law 119-21, signed July 4, 2025, moved its end forward, and the IRS now states that the credit is not allowed for any property placed in service after December 31, 2025. The IRS FAQ on the law treats an expenditure as made when installation is complete, so a deposit paid in 2025 does not rescue a job finished in 2026.
Utility programs are what remain. Xcel Energy's Minnesota summary for 2024 to 2026 pays 40% of attic insulation cost, up to $1,200, when the attic starts at R-19 or less and finishes at R-49 or more, plus 40% of air sealing, up to $600, when a blower door shows at least a 15% cut in CFM50, the leakage measured at a standard test pressure. It requires a participating contractor, and it will not pay the insulation rebate unless the air sealing is done.
Run the case through it. At the Minnesota wage the pro cost floor is $2,503.93, split into $1,769.25 of insulation work and $734.67 of air sealing. The rebates come to $707.70 and $293.87, so the net is $1,502.36, and at $125.15 a year that is a 12.0 year payback, close to the DIY figure. Because the rebate is a flat 40%, every dollar of contractor markup still costs you 60 cents net until the caps bind.
Where the job goes wrong
The most expensive mistake is blowing insulation into the soffits. ENERGY STAR says never to lay insulation over soffit vents, and once the eaves are packed the roof deck loses its intake air. Staple the chutes in before the first bag is opened, while you can still see the vents.
Recessed lights are the fire risk. Keep all insulation at least 3 inches away from can lights unless they are rated IC, for insulation contact, and when you blow loose fill, fence the non-IC ones with sheet metal or wire mesh so the fill cannot drift back against them.
Moisture is the slow one. Anything laid over existing insulation should be unfaced, because a kraft or foil face sitting on top of old fill is a vapor retarder on the cold side, where it traps water between the layers. If the old fill turns out to be gray-brown pebbly granules, it may be vermiculite, and ENERGY STAR says to have it tested for asbestos before anyone disturbs it.
The quiet mistake is the right depth with too few bags. Loose fill blown with too little air, or through a short hose, can reach the depth on the card while weighing less than the chart requires, and the R-value tracks the weight. Count the empty bags. Then look at the hatch, which is part of the ceiling too: weatherstrip it and fasten a piece of rigid foam or a batt to its top so it is not left as the one uninsulated patch.
How to check a contractor's quote
Ask for the product name, the target R-value and the number of bags. Divide the bags by your attic area and compare with the chart on the bag. For EcoFill Wx at R-30 over 1,500 sq ft, anything under 23 bags is short. Loose-fill bags come with a certification area on the attic card for the installer to fill in with the R-value, bag count and area covered; ask for it at the end of the job, along with the empty bags.
Air sealing should be its own line, with a list of what gets sealed and a blower door number before and after. A quote that says "air seal as needed" with no test is hard to hold anyone to. Look for vent chutes counted by bay, dams around any non-IC lights, and the hatch. Then check the total against the floor above: a quote far under $2,372 for this scope is missing something, usually the sealing.
Last, run your own numbers. Put your attic area, current R-value and target into the R-value calculator, use your own gas and power rates from your bill, and divide the quote by the yearly saving. If the answer is longer than you plan to own the house, spend on sealing first and stop at R-49.
Frequently asked questions
Can I still claim the federal tax credit for attic insulation in 2026?
No. The Energy Efficient Home Improvement Credit (section 25C) covered insulation and air sealing, but Public Law 119-21, signed July 4, 2025, ended it early. The IRS says the credit is not allowed for any property placed in service after December 31, 2025, and it treats an expenditure as made when installation is complete. Paying a contractor in December 2025 for a job finished in 2026 does not qualify. Utility rebates are what is left, and they vary by utility.
Should I pick blown cellulose or blown fiberglass for a top-up?
On price it is a wash. To add R-30 over 1,500 sq ft, 61 bags of cellulose cost $1,096.17 and 23 bags of fiberglass cost $1,118.72 at Menards prices seen on September 19, 2026. The differences are physical. Cellulose weighs about twice as much at the same R-value (0.878 vs 0.437 lb per sq ft on the two manufacturer charts), and it settles, so you blow it to the initial thickness on the bag, not the settled one. Fiberglass needs the machine and hose setup the chart was tested with, or it will not reach its coverage.
Is R-60 worth it if I already have R-49?
Not on energy savings alone. In the 1,500 sq ft case, the step from R-49 to R-60 costs $593.01 to $632.32 in extra material and cuts the conducted loss by $8.43 a year in Houston and $13.20 a year in Minneapolis. That is a 45 to 75 year payback, and the net present value is negative in all four cities even over 30 years at 5%. Do it only if the attic is already open for other work and the extra bags are the only added cost.
Do I need to air seal before adding insulation?
Yes. ENERGY STAR tells homeowners to finish the attic sealing project before the insulation project, because loose fill and batts slow conduction but do not stop air moving through gaps around wiring, plumbing, light fixtures and top plates. Once a foot of insulation is on top of those gaps, sealing them means digging it back out. Some rebates require it too: Xcel Energy in Minnesota does not pay its attic insulation rebate unless air sealing is completed and verified by a blower door test.
How can I tell what R-value I have now?
Measure the depth in several spots away from the eaves and identify the material. Loose fiberglass is fluffy and white, yellow or pink; cellulose is gray, shredded paper. Divide depth by the manufacturer chart for that material: on the Knauf chart, R-19 of blown fiberglass is 6 3/4 inches, and on the Greenfiber chart R-19 of cellulose settles to 5.57 inches. If you find gray-brown pebbly granules, stop. ENERGY STAR warns that vermiculite may contain asbestos and should be tested by a professional before anyone disturbs it.
